Skills for Care TSI Funding 2010 - 2011

Important notes -
1) Skills for Care London have decided that TSI Funding cannot be used towards the funding of Inductions (Common Induction Standards for front line care staff ) this year. However Learning Disability Qualification (LDQ) and Manager Inductions can be included.
2) Skills for Care require an NMDS-SC Registration Number as part of any TSIF claim. In London this will be "G" followed by five, six or seven digits, e g G123456.
See further information in Section 11 below regarding updating NMDS information online before claiming.
Please note the significant changes to NMDS-SC requirements this year including the requirement for 90% of employee data to be included.
3) This year the partnership has again a limited number of TSI Funding units, therefore please make your claims as early as possible and make sure that the evidence you send with your claim is valid.
At this stage we are unable to allocate any new employers to the partnership.

The employer "Lead Partner" for the contract is the London Borough of Hillingdon and the project performance will be regularly reviewed by the Lead Partner's Group. Disbursement of fundsis administered by Yarrow Housing Ltd, but always liaise with Peter Webb of Penn Consultants if a query over payment arises.

During early 2010, details of the 2010/2011 bidding process were made available to all social care employers in North West London. Interested parties where necessary were asked to complete a partnership form Click here ( add G1 ) to join the North West London Care Consortium TSIF partnership.
TSI Funding provides a contribution to the total cost of training. The funding will be allocated in units and the payment is £70 per unit.
The administration of the project for the 2010/20011 year is carried out by Penn Consultants.

Evidence must be submitted IN DUPLICATE and forwarded to Peter Webb at the address given above (see contacts Section 4). Do not wait until near the end of the contract period - send your evidence at any time.
Your claim must contain:
A Funding claim form IN DUPLICATE for the year 2010 / 2011
Your NMDS-SC Registration number (see section 11)

6D Evidence of NVQ achievement IN DUPLICATE (if applicable) signed, printed name and dated by the accredited assessor and internal verifier at the time this was carried out. Such evidence is generally known as "unit summary, or achievement sheets, samples are available in section 7 below but you may use other forms provided all the information is supplied. The assessment and internal verification must have been carried out between 1st Jan 2010 and 10th March 2011.
NVQ evidence must also contain:
- the NVQ Centre name and number
- the Candidates name & signature
- the Candidates registration number
- the Awarding Body ( e.g. City and Guilds, Edexcel, etc)
- the NVQ unit number & description
The NVQ evidence may be for individual units, part or complete awards.
If applying for complete awards the unit summary sheets must be supplied. A certificate, or SRF is not acceptable evidence.

6E - Short Courses and ESOL (if applicable) IN DUPLICATE. A claim of one unit can be made for accredited courses in Food Hygiene, Moving and Handling of People, First Aid and ESOL.
Evidence required for the candidate:
As evidence, to make a claim a certificate for each candidate must be produced. This should be signed by the trainer. The certificate must be from an accredited, or official awarding body.
Completing the Funding Claim Form:
On the Funding Claim Form (available on the website) that you complete to accompany the claim, these course are listed as a drop down box in the column marked IND.UNIT The NI Number for each candidate is required and this should be on the Funding Claim Form in the box marked Candidate AB No, or Nat Ins.
Evidence required for the trainer:
Evidence to show that the trainer who ran the course is approved by an awarding or official recognising body to deliver that specific learning programme must also be submitted with the claim.
The above covers external trainers.
We are awaiting confirmation from SfC of the above, so please enquire before making your claim, or check back to this website for updates, as the claim process develops over the claim year.

The evidence of NVQ unit achievement should normally be held in the learners NVQ portfolio. In some cases it may be necessary for the employer to obtain this evidence from the relevant training provider or College of Further Education.
If you carry out NVQ assessments in house (NVQ 2 / 3 only) please make sure the internal verifier provides all appropriate dated signatures to support your claim.

Remember you can use other forms if you wish including those provided by your training provider but please make sure all the information is provided as in these examples and as detailed in section 6 above.
YOU MUST NOT send an invoice until your submission has been approved by Skills for Care at Leeds. Invoices sent without approval or for incorrect amounts will be returned to the employer.
Please Note:
The example of an invoice below shows the detail that you must include in your invoice. Basically, the invoice must have your company name and contact details and the value of the claim that you are making, this will be the figure that has been e-mailed to you.
BACS details are also required so that the payment can be made to your company / organisation.
Payments cannot be made to individuals.
The unit value of £70.00 cannot have vat added to it.
This funding is VAT exempt.

For an establishment to be eligible for TSI funding in 2010-11, the following three criteria must be met:
- An establishment which has completed an NMDS-SC organisational record before 1 April 2010 must fully update its organisational data.
- The establishment must fully complete individual NMDS-SC worker records for a minimum of 90% of its total workforce (this includes any staff who are not care-providing).
- Individual records for workers completed before 1 April 2010 which are included in the 90% calculation must be both fully completed and updated.
